Outline of the International Seminar on Nuclear Safety

The International Seminar on Nuclear Safety will be organized by RADA and sponsored by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) of Japan. Four courses are planned in the fiscal year of 2006.

Aim of the Seminar

The purpose of the seminar is to promote the nuclear safety culture by providing the participants with a panoramic scope of safety technology over various kinds of nuclear facilities through lectures, discussions, facility visits, etc.

Objectives of Each Course

Administrative Management Course
    The participants in the course are mainly expected to discuss the following items:
        -Nuclear energy policy and safety administration
        -Safety culture
        -Safety measure
        -Human resource development
        -Radiation applications
        -Radioactive wastes issues
        -Public information

There will be lectures such as, nuclear energy policies in Japan, nuclear safety issues, energy-environment-economy and nuclear energy, non-proliferation and safeguards, trends of nuclear research and development. Participants will visit facilities such as, research reactors, radioactive waste treatment and disposal facilities, NPP, emergency assistance and training center.

Safety Analysis Course

    The participants in the course are mainly expected to discuss the following items:
        -Nuclear safety regulation
        -Safety culture
        -Human factor
        -Probabilistic safety assessment
        -Safety design of nuclear facilities
        -Basic techniques of safety analysis and evaluation of nuclear facilities
        -Clearance level of radioactive waste
        -Nuclear emergency preparedness

There will be lectures such as, nuclear safety concept, safety regulation and evaluation of nuclear facilities, nuclear and thermal-hydraulic design, seismic safety design, probabilistic safety analysis, safety design and accident analysis. Participants will visit facilities such as, NPP, emergency assistance and training center, large scale thermal-hydraulic test facilities, and research reactors.

Radiation Safety Course

    The participants in the course are mainly expected to discuss the following items:
        -Nuclear safety regulation
        -Safety design of nuclear and radiation application facilities
        -Radiation management of nuclear and radiation application facilities
        -Radiation protection and environment
        -Various techniques of radiation applications and safety measure
        -Public information

There will be lectures such as, safety management of radiation application facilities, safety design and management of nuclear facilities, radiation effects on human body; neutron applications; breed improvement by gamma rays and by ion beams, Pest control by gamma rays, food irradiation by electron beam. Participants will visit facilities such as, the JAEA- Takasaki (Co-60, electron and ion accelerators), Heavy Ion Accelerator in Chiba, PET and SPECT facilities, research reactors, Gamma field.

Plant Safety Course

    The participants in the course are mainly expected to discuss the following items:
        -Nuclear power plant system
        -Basic concept of safety management
        -Safety design, safety evaluation and safety measure of plant system
        -Practice
          Reactor operation
          Na handling
          Non-destructive testing
          In-Service Inspection

There will be lectures such as, configuration and feature of reactor plants, basic concept of reactor safety, structural design and seismic design, accident instances occurred at the reactor plants and human factors, safety measures for reactor plant, safety assessment of the reactor plant, new concept related reactor safety; and practices such as, reactor operation using small training reactor, reactor coolantfs property & handling (sodium), non-destructive testing technology, In-Service Inspection (ISI) technology for Monju (FBR). Participants will visit facilities such as, Monju, Mihama power station (PWR, Kansai EPC), Nuclear Training Center, Ooi power station (PWR, Kansai EPC).
